This is not an oxymoron. The word 'anarchy' is not related, per se, to organisation, rather it means without a leader. This typically means without an over-arching government. The word 'organised' need not have anything to do with a 'leader' or government. One can have an organised group with no leader, and yet be an anarchy (or even a group of anarchists).
