Maybe so. But where is the obvious(!) rejoinder to this? So few spouting this phrase with the label oxymoron attached include:
Civilian Control
Observe the presidents' actions: is he really in command(control)? Observe congress which sets the military budget, opens/closes bases, etc. Who is in control? Check out Ike's farewell address to the nation.

Having seen this question from two sides (civilian and military) I wonder what the framers of the Constitution would say about today's conditions in this area.
